Sgt. files civilian rap on his boss
AN NYPD sergeant took the highly unusual step of slapping a lieutenant with a civilian complaint for screaming at him on the job at their Brooklyn command.
Sgt. Damian Mackintosh, 43, filed the complaint after Lt. Jonathan Blatt allegedly dropped Fbombs on him in Coney Island on Jan. 25, and his bosses didn’t do anything to discipline Blatt.
“He was basically taking over the next shift, I was debriefing him and he went crazy,” the 12-year veteran told the Daily News, noting the incident was captured on video and happened in front of witnesses.
“I went to go see my immediate supervisor. . . and filed a complaint. They . . .said they weren’t going to investigate.”
Instead, Mackintosh said, the NYPD wanted him to meet with Blatt and Deputy Inspector Neteis Gilbert, his commander, and work it out. Gilbert never got directly involved.
The Bureau Investigations Unit refused to look into it, but offered some advice.
“They said, ‘Maybe he had a bad day,’ and I said, ‘OK, apologize.’ They said, ‘If it’ll make you feel better, we’ll apologize for him.’ ”
Mackintosh balked and called the Civilian Complaint Review Board, but the agency kicked the complaint back to NYPD Internal Affairs, which did nothing, he said.
“I went to CCRB because I knew it was a neutral playing field. The bad part is that everyone knows (the CCRB) is a problem child. He’s white, his shirt is white, and they are going to stick their head in the sand,” added Mackintosh, referring to the white shirt police brass wear.
Review board spokeswoman Colleen Roache said the agency is empowered only to investigate complaints against on-duty cops from civilians.
The NYPD told The News it was “aware of the allegations and the Housing Bureau Investigations Unit is investigating.”
