Shocking violent vid at Rikers
A heavily armed emergency response jail officer jumped on an inmate restrained on the floor during a melee at Rikers Island, video obtained by the Daily News shows.
A group of probe team officers wearing helmets and wielding batons brought the unnamed inmate to the floor after a brief struggle July 28 inside the Anna M. Kross facility, the video shows.
As one officer leans in with plastic handcuffs, another runs over and essentially dives into the pile. The incident occurred by a corridor inside the facility after the inmate refused to go to a medical clinic.
The de Blasio administration — which has vowed to reduce violence in city jails — stressed that no one was “seriously hurt” during the incident.
“Nevertheless, we are conducting an investigation into this use of force,” said Correction Department spokesman Jason Kersten.
Investigations into alleged officer abuses often drag on for years.
The video is an example of some of the daily violence that occurs at Rikers and the city’s other jails, said the jail insider who supplied the video.
“The inmates tried to take over an area and fight the probe team,” the source said. “As you see, there’s no control whatsoever. “
He slammed the de Blasio administration’s jail policies and predicted an officer would be killed unless more restrictions were placed on inmates.
In April, a federal monitor concluded that the number of use-of-force incidents at city jails has actually gone up despite millions spent on additional officers and programming over the past two years.
Some of the occurrences reviewed by the monitor included “head strikes, misusing chemical agents, use of prohibited holds, needlessly painful escort tactics and incidents escalated by staff.”
Steve Martin, the monitor, highlighted multiple cases of alleged officer abuse.
