Killer garbage hauler banned from trash biz

A Bronx trash hauler who ran over and killed two men in separate incidents, and lied to the police about the identity of one of the victims, has been barred from driving private garbage trucks in the city, the Daily News has learned.

Private garbage truck driver Sean Spence “lacks the good character, honesty and integrity necessary to participat­e in the trade waste industry in New York City,” Business Integrity Commission Chairman Dan Brownell wrote in a ruling Monday.

The ruling means he can’t be employed by any hauler overseen by the Commission — essentiall­y every private hauler that operates in the five boroughs.

“While we still need more authority to address safety concerns in this industry, we’re taking a stand against dangerous driving by getting this individual off the streets,” Brownell said.

On Nov. 7, Spence, who drives for Sanitation Salvage, one of the city’s largest private carting companies, fatally struck co-worker Mouctar Diallo, who was working off the books on Jerome Ave. near E. Gun Hill Road in Norwood.

Spence (photo) told police that Diallo was a panhandler who approached his truck “looking for a handout,” then jumped onto the vehicle, according to the ruling. In fact, Diallo had been working with Spence for about nine months.

Spence’s lie was discovered in January, but he kept his commercial driver’s license.

Three months later, on April 27, Spence ran over Leon Clark on E. 152nd St. near Jackson Ave. in Morrisania, cops said.

He has not yet been charged criminally in either death.

City Council members have demanded that the city yank the license of Sanitation Salvage. The Business Integrity Commission has said such a move would require significan­t evidence of wrongdoing.
