Edwin, a police officer in San Juan who didn’t give his last name, said his department was stretched thin after the hurricane.
“We were helping so many people. There’s nobody it didn’t affect,” he said.
He’s struck by how many homes still have blue tarp roofs a year after the hurricane.
“I can’t believe they still haven’t been repaired,” he said.
He saw a spike in crime immediately after the hurricane, which he said is more controlled now.
“We have to keep our heads up,” he said.
