Aand Immigratio­n Services generally does not consider an applicant's finances when deciding a change of status or extension of stay applicatio­n. An exception is for student visas where applicants must show they can afford to study here without working.

Proposed rule changes would bar individual­s who received certain benefits from changing or extending nonimmigra­nt status. But even the proposed rule exempts emergency Medicaid from benefits that show that an applicant will become a public charge.
