No-inspection inspector

A former FDNY Inspector of the Year was arrested for issuing violations for inspection­s he never conducted, authoritie­s said Tuesday.

Barry Parmanan, 64, of the Bronx, was a city fire protection inspector who checked out businesses to make sure they complied with fire codes.

But instead of issuing summonses when he found violations, Parmanan (photo) issued violations for inspection­s he never conducted, according to court documents.

Among the businesses hit with bogus violations was a Washington Heights pizza parlor that failed to maintain records for hood cleaning in the kitchen and had no documentat­ion for a fire suppressio­n system, according to Parmanan’s “inspection” in February 2018.

But a manager told authoritie­s Parmanan never went to the restaurant, a defense backed up by cell phone records.

Likewise, Parmanan was not on hand when a Hudson Heights parochial school was hit with a fire suppressio­n violation in March 2018 or a day later at a nearby restaurant.

“Surveillan­ce footage in the vicinity did not show any FDNY employee present during that time frame, and there is no record of the restaurant employee whom the defendant named as providing the informatio­n,” according to a city Department of Investigat­ion report.

Parmanan was an FDNY employee since 1997 and was recognized by the department in 2013 as one of its Inspectors of the Year. He retired in June.

Parmanan was charged with three counts of offering a false instrument for filing, a felony. He faces up to four years in prison. He was released on his own recognizan­ce Tuesday after a brief arraignmen­t and had no comment as he left Brooklyn Criminal Court.
