The outraged grandmother of a 4-year-old girl stranded with a near-decapitated corpse inside a blood-spattered Brooklyn apartment expressed her disbelief Tuesday that a jurisdictional dispute kept police from entering the crime scene for more than 40 minutes.

“It makes no sense to me,” said an angry Jessica Cruz after learning about the long delay following the Saturday carnage inside the Bushwick Houses. “At a time like that, the first thing you should do is go upstairs. It’s an emergency. It’s not a time to be like, ‘Oh, we’re not allowed to go up there.’”

The little girl was found sleeping and unharmed in a back bedroom when police and EMS workers finally went inside the apartment. Savannah Rivera, 20, was already dead at the hands of an ax-swinging madman when police entered the gory eighth-floor cri scene.

The two police officers who cooled their heels downstairs were suspended Monday night without pay by the department. The dispute was over whether the city cops should head upstairs or wait for the housing police.

“I’m thinking in my head like, ‘What if they could’ve saved the other girl that was there, somehow?’” said Cruz. “At that time, it’s not a time to say, ‘Oh, we’re not allowed to go up there. [My daughter’s] telling you, ‘Go upstairs.’”

Cruz’s daughter Angela Valle, 21, was still fighting for her life at Elmhurst Hospital Center in Queens after she fled the bloody apartment and flagged down an Uber driver stopped at a traffic light.

“My daughter is still hanging in there,” said Cruz. “She’s fighting day by day. All the doctors are doing a great job with her. They’re with her 24/7.”

Murder suspect Jerry Brown, 34, remained under psychiatric care as he has since his arrest last weekend. Cops say he hacked at the two women with an ax, killing Rivera and sending Valle running for her life as blood poured from her gaping wounds.

Uber driver Boshra Azer, 33, was just as astounded by the police suspensions since Valle immediately began telling people that her pre-schooler was still upstairs in the apartment.

“She was telling everyone, ‘Please help my daughter, please help my daughter,’” said Azer. “When the cops came, I asked them, ‘What about the daughter, she’s a hostage?’ They said to me … they can’t get in the house. There are other cops who can get in the house.”

Brown turned himself in after giving a bizarre phone interview to a producer at WPIX/ Channel 11 in which he asked if Valle was alright.

The ax was found in a trash compactor of the building where the attacks occurred, blood and an orange price sticker on the blade.

Brown served eight years for attempted murder after pleading guilty to shooting a man in the chest in Williamsburg in August 2002, records show.

After his release, Brown went back to prison three times for violating parole. His last prison stint began in November 2014 and ended eight months late.

His criminal record includes 13 arrests, most recently for possession of stolen property in October. He was arrested for strangulation in January 2017 and has been busted for assault, robbery, and burglary.
