Cops are building a case against the driver caught on camera fatally running down a woman in a Brooklyn parking lot during a suspected love triangle fight, but are not ready yet to make an arrest, the Daily News has learned.
NYPD detectives are confident they know who ran down Shakira Serrano outside the victim’s home in NYCHA’s Pink Houses in East New York on Jan. 11 but haven’t yet established enough probable cause for an arrest warrant, a police source said Thursday.
The boyfriend, who was caught on camera struggling with Serrano, 24, before she perished under the wheels of a Mercury, won’t be charged, the source said.
For the past week, Serrano’s heartbroken family have pleaded for the woman driving the Mercury to surrender to police.
“I want them to turn themselves in and everybody to go to jail,” Maria Serrano, Shakira’s mother, told the Daily News Saturday. “They killed my daughter, and I want them in jail.”

Serrano dodged the car and ran over to her boyfriend as they continued to argue, the video shows.
As she pulled at her boyfriend’s shirt, he knocked her to the ground just as the Mercury turned and ran over her.
The car dragged her several feet to the sidewalk. Serrano disappeared under the vehicle for more than a second before the callous driver rolled on, the video shows.
On Wednesday, relatives celebrated what would have been Serrano’s 25th birthday.
The boyfriend jumped into the ambulance that took Serrano to Brookdale University Hospital, where she died. Detectives questioned him about his role in Serrano’s death, police sources said.
He was released later Thursday after he asked for a lawyer and the questioning ended, said the sources. His name has not been released.
Over the past week, cops determined that he didn’t play a part in Serrano’s death and decided not to charge him, the source said.
Shakira was involved with her boyfriend for three or four years, her mom said — but the exact nature of the relationship wasn’t clear to her.
“She never really expressed her relationship,” the mom said. When the couple visited her home, Serrano said, “everything was smooth, I guess.”
