New Jersey’s nearly bankrupt Transporta­tion Trust Fund will be funded for billions of dollars in highway and rail improvemen­ts over the next decade under a proposal announced Friday by the state’s Democratic legislativ­e leaders.

The plan, if signed by Republican Gov. Chris Christie, would raise the gas tax by 23 cents per gallon. It does not include a provision, favored by Christie, to drop the sales tax to 6 percent from 7 percent. It also makes no increase in the jetfuel tax, which airlines had said would drive up passenger costs.
