Little litterbug. Washington, DC, inspectors found an envelope with Harper Westover’s name on it in the alley near her home and she was officially declared a “VIOLATOR.”

The 2-year-old received a ticket and a $75 fine for littering. Her mom suspects some scraps of mail fell out of their trash when it was left for pickup.

City officials later nixed the fine.

A police officer with the unfortunat­e name William H. Dick III was charged with misconduct and witness tampering following accusation­s that he had onduty sex with a prostitute.
