Possible changes to the Senate GOP’s health-care bill that could entice holdouts:
FOR CONSERVATIVES:
An amendment that would let insurers offer plans that do not meet current requirements. The companies would be allowed to sell polices that cover less but also cost less.
An amendment that would let people who buy insurance in the marketplace put more money in tax-free health savings accounts to help pay premiums.
Permitting states to let insurers charge people with pre-existing conditions higher premiums. This is opposed by moderates.
FOR MODERATES:
More money for Medicaid (whose growth is cut back under the current proposal), especially in those states that expanded Medicaid coverage under ObamaCare.
More money for mentalhealth treatment for people addicted to opioids.
