Horse lovers say neigh to Hiram m

A carriage-horse advocacy group is saying, “Whoa!” to disgraced former state Sen. Hiram Monserrate’s bid for a political comeback.

New Yorkers for Clean, Livable, and Safe Streets, the animal-rights group that has pressured Mayor de Blasio for four years to ban horse-drawn carriages, is planning to spend up to $50,000 to help Assemblyman Francisco Moya defeat Monserrate in the Sept. 12 Democratic primary for a Queens City Council seat.

NYCLASS will shell out the cash to distribute mailers in the district, which covers Jackson Heights, East Elmhurst and Corona, and on canvassers to talk directly to voters.

The group’s founders, Steve Nislick and Wendy Neu, did not base their decision on animal-rights issues, according to a source close to them.

“Steve and Wendy were disgusted by Monserrate’s entry in the race due to his criminal record of assault against women, as well as his fraud conviction . . . which resulted in a prison term,” the source told The Post.

Monserrate (right), who represented the district in the early 2000s, was booted from the state Senate after a 2009 misdemeanor assault conviction for slashingg his girlfriend. In 2012, he pleaded guilty to fraud for using city money too help fund his Senate run and servedd two years in prison.

Monserrate declined to comment.
