Donovan seeks fed probe of Air Blasio

Brace for turbulence. Rep. Dan Donovan is demanding a federal investigat­ion into the NYPD’s use of a $4 million, federally funded spy plane to ferry Mayor de Blasio back and forth from his vacation in Canada last week.

“This action raises questions about the propriety of federally funded assets being used for activities unrelated to homeland security,” Donovan (R-SI/Brooklyn) wrote Wednesday to FEMA grants administra­tor Thomas DiNanno, in a letter obtained by The Post.

The NYPD plane patrols the coast, hunting for terrorists who may be trying to smuggle radioactiv­e weapons into the United States — when it’s not flying Hizzoner around, that is.

Donovan asked FEMA if it was “appropriat­e for the mayor of New York City to use a grant-funded plane . . . absent an unknown and compelling security need.”

The NYPD bought the Cessna C08 Caravan using two 2014 federal grants totaling $6.8 million, according to the Department of Homeland Security, which oversees FEMA. Of that, $4 million went to the plane.

The souped-up Cessna’s price tag was previously reported as $3 million. The city pays for maintenanc­e, operations and staffing of the hightech aircraft, police said. FEMA expects grant money it awards to be used for the intended purposes, DHS sources said. Specifical­ly, rules for the Home- land la Security Grant Program state that th the money “may only be used for fo the purpose set forth in this award and must be consistent with the statutory authority for the award.” a

A formal request by a member of Congress to review de Blasio’s trip would likely elevate the scrutiny.

FEMA and DHS declined to comment on de Blasio’s flights and the potential consequenc­es for grantfundi­ng misuse.

The flight-tracking service FlightAwar­e shows the plane’s latest trip was last Thursday from Montreal to Long Island, where police sources say the craft is stored.

De Blasio flew in from Montreal for a Bronx street-naming tribute to slain Officer Miosotis Familia.

Police Commission­er James O’Neill on Tuesday defended using the plane for de Blasio’s round trip, saying the NYPD Intelligen­ce Bureau decides how to best transport city executives, and the feds shouldn’t be bothered.

The Mayor’s Office declined to comment.
