Mayor de Blasio is so keen to avoid a legal grilling over a civil-rights case against the city that he’s claiming he doesn’t “micro-manage” his subordinat­es and is largely ignorant of how their decisions get made. “As Mayor, I set broad goals and objectives, and with the oversight of my Deputy Mayors, the agencies undertake to reach such goals through their own internal policies, procedures and tools,” he said in a sworn court filing.

“While I am sometimes briefed on specific decisions being made by an agency, I typically do not have unique knowledge on the subject and base my approval (or disagreeme­nt) of the agency’s decision upon the informatio­n provided to me.

“Additional­ly, I do not micro-manage the Deputy Mayors or City agency Commission­ers.”

De Blasio — who’s trying to keep from having to sit for a deposition — also noted that the city policy at issue in the suit dates back more than 25 years before he took office.

The 2015 suit challenges a rule that sets aside half of all new affordable units for people who already live in the community district where the housing is being built.

Plaintiffs Janell Winfield, Shauna Noel and Emanuella Senat, who are all black, say that results in white people being “effectivel­y prioritize­d” over minorities in lotteries for homes in the city’s best neighborho­ods. Their Manhattan federal court suit accuses the city of violating both the federal Fair Housing Act and the city Human Rights Law.
