When city residents head to the polls on Tuesday, the most important decisions they’ll be making may not be between candidates but on proposed amendments to the City Charter. Here’s what you need to know:

Proposal #1: Voters would be able to rank candidates in order of preference on their ballots for positions including mayor and city councilor beginning in 2021. If no candidate gets 50 percent of the first-place votes, ballots that had the last-place candidate as their top choice would instead be counted for their second-place pick until a winner is determined.

Proposal #2: This proposal would expand the membership of the Civilian Complaint Review Board from 13 to 15. It would also expand the independen­t NYPD oversight group’s powers to probe cops it suspects have lied to the panel.

Proposal #3: This package deals with government ethics and would, among other things, double the amount of time former elected officials and senior appointed officials have to sit on the sidelines before lobbying their former offices, from one year to two.

Proposal #4: The city would formally establish a “rainy day fund” for unspent monies so they can be used in future years, or the event of unforeseen hardships. A change in state law would still be required.

Proposal #5: Under this proposal on transparen­cy in the Uniform Land Use Review Procedure, the Department of City Planning would have to send a detailed project summary to borough and community boards at least 30 days before an applicatio­n is cleared for public review.
