Cuo’s vision for West Side glory

Gov. Cuomo talked up bigticket projects for Manhattan’s West Side in the final of four State of the State speeches on Thursday — with $51 billion in spending for the continuing makeover of Penn Station, building a new Port Authority Bus Terminal and expanding the Javits Center.

He also proposed extending the High Line to the new Moynihan Train Hall at Penn Station.

“Moynihan Hall is just the beginning,” he said. “Now we will expand our vision with a new Manhattan Midtown West developmen­t project to create a new West Side transit hub and build upon it with new residentia­l, commercial and public works projects that will combine to form a new, vibrant, exciting district extending over 140 acres.”

Cuomo said he wants to expand Penn Station’s track capacity by 40 percent by having the state acquire the square block to the south of it.

“We can build another terminal we call Penn South,” he said.

He added that 14 sites around Penn Station would be redevelope­d and provide 20 million square feet of retail, commercial and residentia­l developmen­t. A portion would be used to create 1,400 units of affordable housing.

All together, the project would be called the Empire Station Complex, which Cuomo called “the most ambitious mass-transit developmen­t in the nation.”

He also promised that space at the Javits Center would be increased by 50 percent this year.

And he proposed expanding the High Line east from 10th Avenue and 30th Street, creating a 1,200foot path to Moynihan Hall. Eventually, the High Line may extend to Pier 76, a former NYPD tow pound that the state is turning into a park.

Calling the bus terminal an “eyesore,” Cuomo vowed to “completely redevelop” it.
