Bigelow is claiming victory, while Perry is awaiting complete returns from yesterday’s election to decide whether the county seat shall be removed from Perryville and which of the contesting towns will get it, according to latest reports received by telephone last night. None of the returns reported is official, and those persons reporting them said in several instances the figures were only estimates.

In speeches and interviews, Hutchinson speaks often of the need to restore professionalism and credibility to the office that he says has been damaged by Clark’s actions.

A Pulaski County judge dismissed a lawsuit Friday that challenged a ban on inmates or their representatives getting access to prison and parole records, upholding a state law that prison advocates condemn as discriminatory. Judge Willard Proctor Jr. granted the state’s motion for a summary judgment, dismissing a suit by the wife and daughter of Michael J. Fegans, an inmate at the Varner Supermax Unit in Lincoln County, that argues that the law violates a clause in the Arkansas Constitution guaranteeing equal protection. Marie and Kriston Fegans have filed multiple Freedom of Information Act requests with the Department of Correction seeking information about prison policies and other matters related to Michael Fegans’ imprisonment.
