■ The North Little Rock City Council decided in a 5-3 vote Tuesday night to spend $52,500 for riverfront property on which to develop a jogging and fitness trail. “I do not believe we ought to spend that kind of money on a jogging trail when there are other needs in the city,” Alderman Olen Thomas said. “I don’t believe they (residents) will use it. It’s dangerous down there.”
