Housing Authority expansion plan tabled

- STAFF REPORT

FAYETTEVILLE — The Planning Commission on Monday tabled for two weeks the development plan to expand Morgan Manor that would have about 100 residents living in public housing at Willow Heights move there.

The Housing Authority Board in March approved selling the Willow Heights property for $ 1.25 million to Willow Heights LLC. Vlad Tatter, registered agent with Willow Heights LLC, has said he hopes to build houses on the property.

The development plan calls for 58 additional units to the 9-acre Morgan Manor site, which has 52 units.

Morgan Manor operates under a form of Section 8, called the Rental Assistance Demonstration program, that combines public and private equity to provide rental assistance to low-income residents.

The Housing Authority has applied for a tax credit from the Arkansas Department of Finance and Administration to fund the expansion project.

The item was tabled so officials with the city and Housing Authority can review the plan in further detail.

City Attorney Kit Williams on Thursday issued a memo questioning certain aspects of the plan, including whether to impose impact fees on the project and requesting time to ensure all federal regulations and requirements have been followed.

The Planning Commission will take up the item at 5:30 p.m. July 10 in Room 219 of City Hall, 113 W. Mountain St.
