HELENA — Thousands of pounds of flour and hundreds of pounds of sugar, which had been purchased in excessive quantities by residents of Phillips county, have been returned to the stores or resold to friends of those who, having more sugar and flour than the law allows, were not anxious to face a charge of hoarding, which County Food Administrator J. M. Pillow threatened to bring against them. Mr. Pillow has named a committee for every ward in Helena and for every precinct in the county. From wholesale and retail stores he has obtained statements showing the sales of food products, and thus has recovered great quantities of sugar and of flour.

■ The gaunt, partially clothed body of a 33-yearold man was found Wednesday morning deep in the north Pulaski County woods, protected from the freezing weather only by a tent and a green wool blanket, police said. Jacksonville police knew him as a homeless man who used to ride around the city on a bicycle, said Lt. Chuck Reshel, a Jacksonville police spokesman. His name has been withheld until family members are notified.

■ Jefferson County is home to major crack cocaine and Mexican marijuana organizations. Pulaski County has drug organizations with connections to violent street gangs, the Crips and the Bloods. In Northwest Arkansas, Benton and Washington counties are trying to curb the influx of Mexican methamphetamine. So says the federal government, which announced last week that the four counties and 22 others nationwide will receive help this year to crack down on drug distribution as part of the High Intensity Drug Trafficking Areas program.
