was born in Siloam Springs, Ark., on July 2, 1940.

William had a great love for the game of golf. Enjoying playing or watching the Masters on TV, either one was bliss.

There was never a stray dog that didn’t get rescued by Bill. His love for his last rescue Romeo was undeniably the greatest. Never apart, you’d always see Romeo perched on the console riding with his best friend, literally everywhere.

He had an astounding career with his noble service to our country in the Navy. Serving 20 years and with honorable discharge, he wore that badge with pride and truly proud to have given his life commitment to honor and protect.

A devoted husband to his wife of 54 years, he always showed his devotion to her. Truly, a love unconditio­nally bound, by the first glance of a pretty blonde and asking her to dance. Three hours later he asked her to marry him, she said yes and they made a wonderful life together.

In that life together, they adopted their daughter while stationed in Taiwan. That daughter grew up with the best daddy anyone could ever ask for. And in the end knowing nothing was un- done in her world with her father. Everything was always on the table and always pure unconditio­nal love.

After leaving Taiwan, they were stationed at Miramar Naval Base in San Diego. Then retired to Fayettevil­le, Ark., where both were born and raised. Raising their family there and calling it once again home.

Bill was kind, honest and had a heart of gold. Literally he could make you feel at ease with that flare of winking that he had. He will be greatly missed by his family and many, many friends who just adored him. Bill, daddy, and friend, thank you for giving us bits of you to keep in our hearts forever.

Bill is survived by wife Judith; daughter Carla and husband Sean; grandsons Gage and Jaxon, his daughter, Melissa; and brother-inlaw Ron.

He was preceded in death by his parents, Albert Faye Carter and Martha McKeehan.
