Emmynominated “Veep” star Anna Chlumsky and husband Shaun So welcomed a second daughter, Clara Elizabeth So, on July 28. The couple’s new addition joins big sister Penelope Joan, 3. Chlumsky, who starred in “My Girl,” and So, a business executive, were married in 2008.
