Trump can’t be blamed for Europe’s outbreaks

If we believe Joe Biden and Kamala Harris and COVID-19 and all illness and death stemming from it are the sole responsibility of Donald Trump, how can the massive surge in COVID-19 across Europe be explained? How was Trump able to achieve this? I am mystified. And curious.
