National effort needed for rape-kit testing

Rapists repeat, plus do other crimes. When all rape kits are tested, and DNA submitted, rapists get identified, found, and brought to justice. Further crimes are prevented. Law enforcement to a rape costs taxpayers over $200,000. Processing a rape kit costs below $2,000. Plus, there’s the toll on victims.

Letting rape kits go untested is confusingly wrong. Do you believe in the sanctity of life?
