City to draft use for grant funds
The Chico City Council is set to discuss drafting its annual action plan for infrastructure and housing grants, consider the partial closure of Old Humboldt Road and other items.
Annual action plan
City council will hold a public hearing to consider the 20222023 draft of its Annual Action Plan for the use of Federal Community Development Block Grant and Home Investment Partnership Grant funds.
These grant funds can address a wide range of housing and community development needs. The annual action plan describes the city’s plans for using these funds in the upcoming year.
The city’s pavement management program — which evaluated the city’s 568 lane miles of road — provided an update and reported that the city would need to invest $9 million annually in road rehabilitation projects to maintain its current Pavement condition index of 49 of 100 — classified as “poor” condition. An additional $13 million to $21 million would be needed to bring pavement up to classify as good or very good.
Grants funding in the annual action plan could address some of the funding gaps for road pavement and other infrastructure projects. The council was recommended to hold a public hearing and open comments for 30 days.
Old Humboldt Road
The council will reconsider the partial closure of Old Humboldt Road adjacent to Highway 32.
The road was closed 18 months ago to address criminal activity and illegal dumping.
The council was recommended to continue the temporary closure by Chico Public Works and will hold an open hearing for comments.
Police military equipment
A final reading and adoption will occur after two public hearings of an ordinance to comply with AB 481 allowing military equipment use for Chico Police Department
AB 481 requires a law enforcement agency to develop a military equipment use policy prior to funding, acquiring or using military equipment.
The Chico Police Department recommends council approval of the policy in order to “allow CPD to continue to use the vital equipment specified therein and continue to purchase said equipment as needed.”
Other Business
The council is set to confirm Paul Hahn’s appointment as interim city manager.
During Tuesday’s meeting, there will be a closed session for public employee performance evaluation for the titles of City Attorney and City Clerk.
The Chico City Council mostly meets at 6 p.m. on the first and third Tuesday of the month at 421 Main St. Meetings are free and open to the public.
