Principles prepared for pipeline
The Principles of Agreement for the sewage pipeline between the town of Paradise and the city of Chico have been drafted and are set to go before the Chico City Council at the upcoming Tuesday meeting.
Chico’s Public Works Director of Operations and Maintenance Erik Gustafson will be presenting the document before the council for discussion and approval.
While no financial impact is expected for the city of Chico, it is noted in the staff report that Paradise will be required to pay $14.9 million to accommodate the town’s sewer needs.
“The Principles of Agreement outlines key parameters of the potential inter-municipal agreement such as ensuring that ratepayers for Chico are not financially responsible for any aspect of Paradise’s treatment need,” the staff report reads. “The Principles of Agreement also sets forth a requirement that the Paradise Sewer Project only serves properties within the town of Paradise town limits.”
The Sewer Regionalization Project Advisory Committee was created in preparation for the project. Chico Mayor Andrew Coolidge, Vice Mayor Kasey
Reynolds, Paradise Mayor Steve Crowder, and Councilor Jody Jones all sit on the committee.
“If constructed, a collection system and export pipeline to the existing Water Pollution Control Plant owned and maintained by the city of Chico, the Paradise Sewer Project would improve groundwater quality and facilitate a regional wastewater treatment approach that’s favorable to the State Water Resources Control
Board,” the staff report reads.
