Town council may decide 6 action items on Tuesday

The Paradise Town Council will be asked to make a decision on six action items, including the purchase of a type one Pierce Enforcer fire engines before Sept. 15 and to declare a certain fire vehicle to be surplus property and authorize its disposal.

The fire department recommends using $570,000 of general fund reserves and $350,000 from the Measure V fund for a total of $920,000 to purchase the new fire engine.

Part of that same action item is to recycle or scrap a surplus 2002 type one Pierce fire engine pending the approval of the Butte County Air Quality Management District for the maximum award amount of $64,824.26.

Acceptance of this grant requires the town to recycle/scrap the 2002 Type 1 fire engine to receive the grant award.

The council also be asked to enter into a contract with Motorola Solutions for the purchase and installati­on of a new dispatch radio system and related equipment, upon the town attorney’s approval.

In April 2020, an estimate from Motorola Solutions to complete the work was $435,078, with an additional $198,195 for the first 5 years of service and software update agreements, and $197,975 for years 6-10 of service and software update agreements, for a total of $831,248 for the equipment, installati­on and the 10 years of support and software updates.

However, inflation has increased the estimate to $665,711 for the initial purchase and installati­on of the equipment, with an additional $127,169.82 for support and software updates for year 2 through year 5, for a total cost of $792,880.82. However, the agenda notes that Motorola Solutions no longer offers support for years 5 through 10 at the time of the purchase of the system, however, these services may be able to be negotiated in the future.

The council is being asked to increase the original budget for the Motorola Solutions purchase of $820,000 in funding by $230,633.

The council also be asked to provide staff with direction on any desired changes to the Paradise Municipal Code relating to the creation of short term rental zoning regulation­s present and the future meeting.

The council also be asked to consider adopting a second amendment to the franchise agreement between the town and Northern Recycling & Waste Services and to authorize Town Manager Kevin Phillips to execute that change, and file with the town clerk a fully executed copy of the adopted “Second Amendment to the Franchise Agreement.”

Town staff could also be asked to look at alternativ­e direction on that item.

The council may also enter into a contract with Technique Communicat­ions for the installati­on of a fiber data connection between the Paradise Police Department and Cal FireButte County Fire Station 81 and approve staff recommende­d budget adjustment­s.
