Town Council to go over sewer line agreement

- By Jake Hutchison jhutchison@chicoer.com

PARADISE >> The Paradise Town Council is set to review its interagency agreement with the city of Chico regarding the sewage pipeline project that would connect portions of the town to Chico’s wastewater treatment facilities.

According to the agenda report, town staff will be requesting that the council review and approve the agreement as well as any minor adjustments made to it before finally providing direction to go forward with the agreement or create an alternative action.

“Since its incorporation in 1979, the town has sought a formal wastewater treatment solution for the community, with service for commercial and densely populated residential areas being a priority,” the report reads. “Failed and failing septic systems create public health and environmental concerns and have limited economic growth. Prior to the Camp Fire, which almost completely destroyed the town in 2018, Paradise was the largest unsewered community in California.”

Broken down, there are three parts to the project which consist of a core collection system, an export pipeline system and the extended collection system.

For starters, the core collection system focuses on a centralized portion of the town consisting of about 1,500 parcels covering portions of the Skyway, Clark Road and connecting roads. The export pipeline system is the gravity-fed line that runs from Paradise to Chico. Lastly, the extended collection system would branch out from the core, allowing for additional people to connect.

While the review itself will have no financial impact, the project is being funded with multiple grants, including $15 million from Disaster Recovery Infrastructure funding for the construction of the project.

The council will meet at its normal time of 6 p.m. Tuesday, Feb. 14 at its chambers located at 5555 Skyway.
