Township updates emergency operations plan
Off-leash zone rules also get OK
South Fayette commissioners this month approved an updated version of the township’s emergency operations plan.
The plan would be implemented if a coordinated response is required in the event of a man-made or natural incident. The vote was 4-0. Commissioner Joe Horowitz was absent.
“It has been almost 15 years since the last EOP has been completely updated,” said township manager Ryan Eggleston. “We are excited to have this in place.”
The township also has a tabletop exercise — a meeting to discuss a simulated emergency situation — planned with Allegheny County in the fall. It will offer specific training to staff relative to working through different scenarios, enabling them to understand and implement logistics and procedures.
On another matter, commissioners on July 12 tabled the vote for the volunteer firefighter credit ordinance as they continue to work through the details that would qualify individuals to receive tax breaks. A 2016 state act allows municipalities to provide tax reductions for volunteer firefighters and nonprofit emergency medical service personnel.
Local volunteer emergency service personnel could receive township wage and real estate tax breaks in South Fayette if commissioners approve the ordinance. The amount of the reductions, as well as qualifying conditions, are being ironed out.
“We are asking ourselves, ‘What is the criteria necessary for one to receive the tax break?’ ” said Mr. Eggleston.
Commissioners could vote on the ordinance as early as next month. The incentives would be available to township residents who volunteer for the Fairview, Cuddy, Sturgeon and Oak Ridge volunteer fire departments.
An updated off-leash dog zone ordinance was approved with provisions. They include that dogs are registered, on a leash until they are in the zone with an owner 18 years or older. An annual permit would cost $50 per family for residents and $100 for nonresidents.
“We have had a steady flow of interest since registration has opened,” said Mr. Eggleston. Dog owners can find more information on the township website.
Commissioners also unanimously voted to forego traffic impact fee costs associated with South Fayette School District construction after receiving a written request from the district.
