A former West Penn Hospital employee was charged Friday with three counts each of invasion of privacy and illegal use of wire or oral communications, after police say he placed a small camera inside an employee unisex bathroom at the hospital in December.

Guy Caley, 52, of Canonsburg, surrendered to authorities Friday morning on charges he filmed multiple employees without consent while they were using the bathroom. Mike Manko, spokesman for Allegheny County District Attorney

Stephen A. Zappala Jr., said in an email there is a concern there may be additional victims.

On Dec. 17, Highmark police officers at the Bloomfield hospital responded to a report by an employee that a suspected small video camera was taped to the side of a chair directly across from the toilet in the third-floor bathroom, according to a criminal complaint.

The employee kicked the chair so the camera was not facing them, according to the report. The victim then called in a coworker to look at the device.

Police later analyzed the contents found on the camera, which consisted of multiple audio/video files, and were able to identify five employees in the videos.

Three out of five victims were recorded “in a state of partial nudity,” as they were changing in the bathroom, according to the complaint. All five victims told police they did not consent to have video or audio taken.

The video also captured Mr. Caley taping the camera to the bathroom chair, the complaint states.

On Jan. 7, police interviewed Mr. Caley, and he admitted placing the camera.

According to the complaint, Mr. Caley also admitted to police he used the same camera “several other times in the past” to capture video and audio of other employees and other people who may have used the same bathroom. He also admitted he would take the camera home and download the video and audio files to his personal laptop computer. When he discovered police had confiscated his camera in December, Mr. Caley told police he went home and immediately deleted additional videos he had captured at the hospital from his laptop.

When asked why he would videotape employees, Mr. Caley responded he was “curious” about what he would capture on the camera. Mr. Caley was arraigned Friday morning and released on his own recognizance.

Mr. Manko asked if anyone recognizes Mr. Caley and believes they may be a victim of this activity to call the DA’s office at 412-388-5300.
