Regulate methane from oil and gas wells

Methane is over 80 times more potent than carbon in the first 20 years after it is released into the atmosphere. That’s why we’re adding our voices as newly elected legislator­s to support the Pennsylvan­ia Department of Environmen­tal Protection’s proposed regulation­s to reduce this as well as volatile organic compound emissions from existing oil and gas operations. This is the quickest and most cost-effective way to avert the worst impacts of climate change and meet the governor’s goals for reducing greenhouse gas emissions.

But to be able to tell our constituen­ts we’ve done all that we can through this regulation, we’re urging that the final version of the rule include controls for low-producing wells. Lowproduci­ng wells are responsibl­e for more than half the methane pollution from oil and gas sources in the state. In Pennsylvan­ia, about 60% of the oil and gas produced from these wells is extracted by just 10 companies that earned from $5 million to $ 47.9 million last year. Between the wells’ contributi­on to the problem and companies’ ability to afford improved inspection and repairs, we can’t leave this source of methane emissions unaddresse­d.

Actively tackling climate change was a part of our platforms. We look forward to using this as an initial opportunit­y to transition that pledge into action. REP. EMILY KINKEAD
