Received a presentation related to Leadership Porterville — Drought Demonstration Garden.
Approved staff’s recommended Plans and Project Manual for the project consisting of the removal and replacement of asphalt on Orange Avenue from Main Street to Plano Street and Henderson Avenue from Newcomb Street to Patsy Street, and the installation of new ADA ramps, alley approaches, and upgrading the traffic signals at Main and Orange and at Orange and Wallace. Also gave authorization to negotiate construction surveying services, and gave authorization to appropriate $465,582.70 from Local Transportation Funds to fully fund the project.
Gave approval to augment the projects authorized funds by $31,000, and authorized the city engineer to sign the SCE applications and issue payment in the amount of $7,340.65.
Gave approval to negotiate service agreements for project specific scope of services from Air Quality Compliance Solutions for six projects, and authorized the execution of said agreements.
Approved a resolution accepting water infrastructure and requiring real property benefitted by the installation to pay proper proportional share of the expense before being permitted to connect to the city’s water system.
Approved a resolution for the execution of the certifications and assurances for the California State of Good Repair Program, and authorized staff to obtain written price quotations for the purchase of a battery-electric paratransit van.
Approved a resolution approving application for State Offhighway Vehicle Grant Funds.
Approved a resolution authorizing the filing of applications with the Federal Transit Administration (FTA).
Gave approval to legally bind the City of Porterville as a Low Carbon Fuel Standard Reporting Party and designated Primary Account Administrators.
Held a public hearing and adopted the City’s 2015 Urban Water Management Plan and approved t’s submittal to the Department of Water Resources, the California State Library, and Tulare County.
Approved a Legal Services Agreement with Mccormick, Kabot, Jenner & Lew and Julia M. Lew for a term of three years, commencing March 1, 2018. Also provided a $5 per hour increase from the prior contract in the hourly rate of pay for services provided by attorneys, law clerks, and paralegals.
Approved the continuance of the Declaration of Local Emergency.
