The Tulare County Elections Office said it has over 16,000 ballots remaining to be processed.

On Tuesday, the officials said they would begin the 1 percent manual tally process.

Voter turnout in the county for the state primary has swelled to 25.42 percent as of Monday with 41,093 ballots counted — 12,076 on election day, 15,086 vote by mail and 13,931 all-mail precincts.

The only race that has changed as more ballots are processed is the State Assembly 26th District. Early on in Tulare County voting, Republican incumbent Devon Mathis trailed Republican Warren Gubler.

As of Monday, Mathis is winning in the county with 31.11 percent (11,972 votes), followed by Gubler at 30.62 percent (11,781) and Democrat Jose Sigala.

The 25th District is comprised of voters from Kern, Inyo and Tulare counties.

The top two from the state primary in statewide races advance to the November midterm election.

Based on totals from all three counties, Mathis at 30.3 percent (14,270) and Sigala at 29.2 percent (13,714) would be in the November runoff, according to the Secretary of State website. Gubler was at 28.4 percent (13,346).

State law requires the election to be certified by July 5.

In other races of local interest, Republican incumbent Kevin Mccarthy is the clearcut winner in the US Representative 23rd District and will face either Tatiana Matta at 12.1 percent or Wendy Reed at 10 percent, both are Democrats, in November.

In the US Representative 22nd District, Republican incumbent Devin Nunes (58.2 percent) will likely face Democrat Andrew Janz (31.7).

Republican incumbent Andy Vidak (56.2 percent) and Democrat Melissa Hurtado (22.3) appear to be the top two from State Senate District 14.
