Public hearing for budget Tuesday night
The Porterville City Council will conduct a public hearing Tuesday and consider adopting the proposed 2018-2019 Fiscal Year Budget.
Consistent with the City Charter, City Manager John Lollis has submitted for the city council’s consideration a proposed budget for the 2018-2019 Fiscal Year. Section 51 of the City Charter provides that the City Manager shall provide not later than 30 days before the end of the city’s fiscal year, an estimate of expenditures and revenues of the city departments for the ensuing year.
Generally, Lollis said the overall reduction in fund balances proposed will result from using monies accumulated for capital expenditure being used to implement projects.
Lollis said the City Charter provides that “after duly considering the estimate and making such corrections or modifications thereto as shall seem advisable to it, the Council shall by resolution adopt a general budget and such resolution shall operate as an appropriation of funds to the amounts and for the purposes set forth in the budget so adopted.”
Lollis said all spending authority from the current 2017-2018 Fiscal Year budget expires after June 30, 2018. Therefore, he said a new budget must
be adopted, which allows payroll to be paid and routine expenditures to be incurred effective July 1, 2018.
“The Charter is not specific as to the duration of the adoption, thus, accordingly, consistent with past council discussion, the council may authorize a budget adoption period less than the full fiscal year,” Lollis said.
According to the city’s proposed annual budget fund summaries, the city will spend $911,821 on a number of capital projects from its General Fund budget proposed for fiscal year 20182019, including analysis of impediments at $50,000, an animal shelter at $700,000, dredging of ponds on Putnam property at $100,000, and sports complex lighting at $61,821.
For Local Transportation Funds (LTF), the city plans on spending a total $18,306,603 on an abundance of projects, some of which include Henderson Avenue reconstruction from Second to Plano at $1,370,000, Tule River Parkway Phase III at $2,054,126, and State Route 190 corridor improvements from Westwood to Plano at $5,790,000.
Some projects proposed from the water replacement fund, which totals $34,138,405, include disadvantaged community water consolidation at $10 million, Phase II of the East Porterville water infrastructure improvements at $5.5 million, and Sustainable Groundwater Management Act (SGMA) compliance at around $4.9 million.
“In summary, the preliminary budget proposed for the upcoming 2018-2019 fiscal year represents the significant activities planned to improve our community, even during a continued improving yet challenging economic and financial environment,” Lollis said in his budget message. “Toward ensuring that the city’s planned revenues and spending remain in balance, it is recommended that the council continue its regular quarterly budget review.” Other Matters Before Porterville City Council

Will consider approving a resolution approving a 36-month extension of time for the Valley Oak Subdivision Map, the 3.36 acre vacant parcel generally located on the north side of Grand Avenue, between Prospect Street and State Route 65.
Will consider approving a resolution approving a 36-month extension of time for the Royal Oaks Subdivision Map, a 40.39 acre vacant parcel generally located on the east side of Indiana Street between Brown Avenue and the Poplar Ditch.
Will consider approving Porterville Chamber of Commerce’s Document Shredding Event to take place in the parking lot behind the Chamber of Commerce building at 93 N. Main St. The event is scheduled to run from 9 a.m. to 1 p.m., on Friday, June 22.
Will consider approving Landmark Christian Center’s Music 4 Life event to run from 5 to 9 p.m. on Saturday, June 23 at Centennial Plaza Park. Will also consider giving approval of requested street closures.
