Lindsay tables Resolution 18-37 to next meeting

The Lindsay City Council agreed Tuesday to table Resolution No. 18-37 to its next meeting on July 31.

The resolution orders the continued maintenanc­e of landscape and lighting maintenanc­e districts and confirming the engineer’s report and assessment for FY 2018-19.

Lindsay resident Juan Alcantar had an issue with the proposed landscape improvemen­ts in Landscape and Lighting Assessment District 07-01, which is Sierra Vista.

Homeowners residing in 19 of the lots in the Sierra Vista Assessment District are footing the bill for the improvemen­ts, which is costing them $502.84 a year, an amount Alcantar has an issue with.

“That is a lot of money,” Alcantar said. “I’ve got a kid going to college this year, and $500 could go towards that, and I’ve got other kids to feed too.”

City Services Director Michael Camarena said the total cost for the improvemen­ts is currently set at $40,000.

Alcantar said he believes the general public will benefit from the landscape improvemen­ts done in the area, and feels they should have to pay a portion of the costs.

“If there is a general benefit in regards to that then the city would have to find other funds and not just go after the individual residents for that full amount,” Alcantar said.

City Manager Bill Zigler said the benefits are specific to the people that live within the subdivisio­n and doesn’t see a general benefit occurring.

“I think it is properly done,” Zigler said.

Alcantar said he still believes others are benefittin­g and are not paying.

“There’s four houses across the street that are not in that landscape and lighting district that would benefit from that landscape,” Alcantar said. “To me, that would fall under the general benefit, not the special benefit.” “We will have to research it,” Zigler

said.

Although the public hearing portion is closed, the matter will continue to the next city council meeting. In other matters council:

Authorized City Manager Bill Zigler to sign a dispatch agreement with Tulare County Sheriff's Office.

Approved Resolution 18-36 affirming the city manager's authority to sign the July 2, 2018 Memorandum of Understand­ing (MOU) for the City of Lindsay and the Lindsay City Employees Associatio­n (Miscellane­ous Bargaining Unit).

Designated Mayor Pro Tem Danny Salinas as a voting member for the 2018 League of California Cities Conference and Councilmem­ber Esteban Velasquez as the alternate member.

Gave approval and award of city engineer contract services.

Gave a second reading on Ordinance No. 567, an ordinance of the City of Lindsay imposing a business tax on commercial cannabis businesses.

Approved temporary use permit 18-21: Lindsay Skimmers Use of City Park and Surroundin­g Areas.

The next Lindsay City Council meeting will start at 6 p.m. on Tuesday, July 31 at Lindsay's City Hall.
