LOCAL Cleanup proposed for former KCNP dump site
The National Park Service (NPS), in coordination with Avatar Environmental LLC, is seeking public comment on an engineering evaluation/ cost analysis (EE/ CA) that was prepared to consider alternatives for removal actions for a former dump site located within the Grant Grove area of Kings Canyon National Park.
The NPS is in the process of assessing this site in accordance with the Comprehensive Environmental Response, Compensation, and Liabilities Act (CERCLA).
CERCLA, enacted in 1980, has a key community outreach component to ensure that citizens living or working near CERCLA sites are given the opportunity to influence decisions affecting their community.
The dump site at Grant Grove was built in the 1960s, and although it included an incinerator, incinerating activities never occurred. The incinerator was dismantled in 1975. The site was used for 36 years as a burn and burial pit for domestic waste until 2002 when it was closed.
The EE/CA identifies removal action objectives for protection of human health and the environment, removal action alternatives, and assesses the effectiveness, operational feasibility, and cost of the alternatives.
Accordingly, the NPS has determined that the use of removal action authority to investigate, abate, prevent, minimize, stabilize, mitigate, and/or eliminate the release or threat of release of hazardous substances at or from the dump site may be appropriate.
