City Council to consider police participation in dispatch study
Porterville’s City Council will discuss the approval of the Porterville Police Department’s participation in a dispatch consolidation study at their upcoming meeting Tuesday night. The Council will also consider the authorization of an expenditure of up to $15,000 for the Police Department’s contribution to funding for the study.
The Council will present the employee of the month award to Carlos Sanchez, and will present various employee service awards as well.
An update about three different meetings will be given. The first update will be in regards to the Tulare Committee Water Commission meeting that was held on September 10. The second will inform about the Eastern Tule Groundwater Sustainability Agency Board meeting that occurred on September 6, and the final report will be given about the League of California Cities Annual Conference that was held from September 12 to September 15.
Various Commission and Committee meeting reports will be given to the Council. Among those presenting include Parks and Leisure Services Commission, Library and Literacy Commission, Arts Commission and Transactions and Use Tax Oversight Committee (TUTOC).
After the conclusion of commission and committee reports, city staff will update the Council on the status of the water conservation Phase III and report on current commission vacancies.
After all reports have been given, the Council will open the meeting for oral communications. The public can use this time to address council on any matters having to do with the city. Oral communications will be limited to three minutes per person.
Eight items are on the consent calendar for Tuesday’s meeting including considering the approval of the purchase of Vast Network Fiber Service at a cost of $14,400 annually for 5 years. The Council will also consider the approving the purchase of police radios from Motorola at a cost of $37,077.19 and mobile data terminals at a cost of $12,005.36.
Council will consider financing for the refunding of the 2011 sewer revenue bonds and will discuss authorizing execution of all draft resolutions, agreements, and documents as may be required to provide for the refunding.
The Council will also discuss requesting the Arts Commission to begin planning the 1st annual Arts Expo or Festival for the city.
The meeting will continue along to other matters where each Council Member will be given the opportunity to suggest future agenda items.

Approving the draft minutes of August 1, August 7, and September 4
Approving the draft resolution authorizing amendments to the Employees’ Pay and Benefit Plan and other documents as may be necessary to implement the negotiated changes in salary and benefits for Management and Confidential Series employees Approving a community outreach event hosted by Palabra de Victoria Church which is set to take place in the church parking lot and in front of the church on ‘E’ Street on September
29 from 3 p.m. to 8 p.m. and a request for closure of ‘E’ Street from Orange Street to the end of the church building
Approving the 20th annual Domestic Violence Candlelight Vigil hosted by Central California
Family Crisis Center to take place on October 11 from 6 p.m. to 8 p.m. at Centennial Park
Approving the Veteran’s Day Parade hosted by the Veterans Homecoming Committee which is set to take place on November 12 from 5 a.m. to 12 p.m. and approving a request for the
closure of Main Street from Doris Avenue to Orange Avenue and additional side streets
Approving the continuance of the Declaration of Local Emergency
Porterville’s City Council meeting will open to the public at 6:30 p.m. on September 18 in the City Hall located at 291 N. Main Street.
