Morales, Topete to be recognized at City Council meeting
This upcoming Tuesday at the Porterville City Council meeting, local community members will be recognized by Mayor Milt Stowe and Council representatives.
Two presentations will be held showcasing two individuals who have proven they deserve the city’s acknowledgement. The first is for an employee of the month ceremony to honor Marcial Morales, an officer with the Porterville Police Department.
Following Morales’ celebration, the Council will present a certificate of recognition to Josue Topete, a Strathmore resident who stopped a case of domestic violence while it was in progress over the summer.
After the presentations conclude, the Council will give routine AB 1234 reports. These reports will include updates on the Tulare County Economic Development Corporation (TCEDC), the Tulare County Task Force on Homelessness, and the Eastern Tule Groundwater Sustainability Agency.
City staff will be given an opportunity to give informational reports following the AB 1234 reports.
Since it is beginning of the new 2018/19 fiscal year, the reports will include first quarter reports on the golf course, the OHV Park, building permit activity, the street performance measure, code enforcement activity, the city commission/committee attendance, and a report on charitable car washes for the 2018 calendar year to date.
Oral communications will be opened after all reports are given. This opportunity allows the local community to address the Council on any matters under their jurisdiction.
To address the Council, a speaker must step to the podium and speak on matters of their choosing, whether the items are on the agenda or not. Speakers are given three minutes each and
all commentary may not extend past 30 minutes.
Oral communications are preceded by the approval of the consent calendar. The Council may choose to approve all 11 items on this meeting’s calendar in one motion, unless a member of the Council decides to pull any items for further
discussion.
Included in the 11 consent calendar items is authorization to advertise for bids on the Well No. 37 project, acceptance of the interim financial status reports for the first fiscal quarter, and the establishment of a debt management policy.
If no items are pulled for further discussion, the Council will continue on to the opening of a public hearing for consideration in adopting
the 2018 short range transit plan. This plan has been developed to guide the implementation of transit service improvements over the next five or more years.
An administrative hearing will take place immediately after the public hearing. This administrative hearing will consider the appeal of a painted sign application proposed by Green Power Motor Company for the facility shared
with Pro Document Solutions at 90 West Poplar Ave. The appeal is being considered because the proposed sign exceeds the permitted amount.
The following items are the remainder of the consent calendar:
• Approval of the draft minutes of Oct. 2 and Oct. 16
• Approval of the emergency repairs to restore supervisory control and data acquisition communication through
Primex Company in an amount not to exceed $47,361
• Authorization to advertise for bids for three high visibility crosswalk warning light systems and to fund the projects with $89,500 from the Special Gas Tax funds
• Approval to amend an agreement with Carollo Engineer’s Service for the repair of digestor No. 3 at an agreed upon fee of $16,342 and for inspection and assessment of digesters No. 1 and
No. 4
• Approval of the final subdivision map for 17 single family residential lots
• Approval of the closure of E Street, between Putnam and Cleveland, on Dec. 4 from 5 p.m. to 9 p.m.
• Approval of the continuance of the Declaration of Local Emergency
Porterville’s City Council will meet Tuesday, Nov. 6, at 6:30 p.m. in the City Hall located at 291 North Main Street.
