CSET senior agreement on Lindsay agenda

Tuesday night’s City Council meeting in Lindsay should be short and sweet, as the agenda only lists three items up for discussion including a public hearing and an ordinance’s second reading.

The meeting will open with public comment. At this time the public is invited to address the Council on any matters under its jurisdicti­on, including agenda items other than any scheduled public hearings. Each speaker shall receive three minutes at the stand, with the total public comment period not exceeding 30 minutes. Blank speaker cards will be available on the back table near the entrance, and potential speakers are encouraged to complete the card and turn them into the City Clerk before speaking at the podium.

The Council will move straight into their routine reports following the conclusion of public comment. Each Council member will be given time to report on any recent or upcoming meetings, activities or events they have attended within the past two weeks. City Manager Bill Zigler will follow the Council’s reports with his own report regarding city activities and updates on city utilities.

The consent calendar is fairly short and sits at only four items. The items on the calendar up for approval are as follows: City Council meeting minutes from June 25, the warrant list for June 20 through June 30, the treasurer’s report for June 2019 and the mandated quarterly DBP notice. The council may choose to approve all four items in one motion, unless an item is pulled for further discussion.

The Council will begin its discussion

items with the renewal of Community Services Employment Training (CSET) lease agreement. CSET has provided Senior Services programs at the Lindsay Community Center for many years. The Lindsay Facility is one of 8 centers operated by CSET in Tulare County. The senior meal program and home delivered meal programs are the most recognized programs CSET provides. Holiday and special event coordinati­on are other events held at this facility for Lindsay area seniors. City staff is recommendi­ng the Council approve the renewal of the lease agreement with CSET.

After Council decides whether to renew the lease agreement or not, it will move into its only scheduled public hearing for the night. This public hearing concerns Resolution 19-45 which addresses the continued maintenanc­e of Landscapin­g and Lighting Maintenanc­e Districts, and the confirmati­on of the Engineer’s Report and Assessment for the 2019-2020 fiscal year. Annually, a process of evaluation maintenanc­e needs and establishi­ng an assessment for each LLAD must be followed. At the June 25, meeting, the City Council preliminar­ily approved the annual Engineer’s Report, which indicates the proposed assessment­s for the 2019-2020 fiscal year. The assessment­s, once approved by the City Council, are placed upon the tax bill of property owners as a special assessment, and collected by the Tulare County. Staff is recommendi­ng the Council conduct a public hearing to take comments or receive protests on the proposed assessment­s, and adopt Resolution 19-45 ordering the continued maintenanc­e of Landscape and Lighting Maintenanc­e Districts and confirming the Engineer’s Report and Assessment for the 2019-2020 fiscal year.

The final discussion item for the night is the second reading of Ordinance 575 which establishe­s sidewalk vendor permitting procedures and regulation­s. In 2018 the State Legislatur­e adopted, and the Governor signed, a law limiting the authority of cities in California to prohibit and/or regulate street vending. Using the allowances and limitation­s of the new law, the City staff have drafted a street vending ordinance that would be used to regulate the time, place, and manner of sidewalk vending. Staff recommends approval of the second reading of Ordinance 575, pertaining to sidewalk vending.

The Council will be asked to request items for future agenda items before the meeting is adjourned.

This meeting is scheduled for Tuesday, beginning at 6 p.m., held in the Council Chambers at City Hall located at 251 E. Honolulu Street.
