Affordable housing on council agenda
Tuesday night’s Porterville City Council meeting will open with a presentation of employee service awards. No details have been released as to who will be receiving the awards at the meeting.
Following the presentation, the Council will move into reports from city commission and committee’s. Reports will come from committee or commission members who are in attendance on Tuesday. These could include update from the Parks and Leisure Services Commission, the Library and Literacy Commission, the Arts Commission, the Animal Control Commission, the Youth Commission and the Transactions and Use Oversight Committee (TUTOC).
Council members will give their routine AB1234 reports after the city commission and committees have finished giving their briefs. On the agenda for Tuesday night are reports from the following meetings: Local Agency Formation Commission, 2020 Census Porterville Complete Count Committee, Eastern Tule Groundwater Sustainability Agency, Tulare County Water Commission meeting, Cannabis Ad-hoc Committee, Tulare County Task Force on Homelessness and Tulare County Association of Governments. These reports will be followed by staff informational reports on the Water Conservation Phase III status and the Provision of Local Watr Services Ad-hoc Committee.
Oral communications will open at the conclusion of all the reports. This is the time in which the pubkic is encouraged to address the Council on any matters under its jurisdiction. Each speaker will receive three minutes at the podium, unless additional time is granted by the Council.
The night’s consent
calendar sits at 11 items. All of the consent calendar items may be approved in one motion, unless a Council member requests to pull an item for further discussion. A complete list of the agenda item up for Council approval can be found at the end of this article.
There are only two scheduled matters on the agenda for Council discussion Tuesday night.
The first of these items is the consideration of options for eligibility of funding from Senate Bill 2, the Building Homes and Jobs Act. According to the staff report, “Under the fifth cycle of the Regional Housing Need Assessment (RHNA), the Tulare County Association of Governments determined that for the 2014-2023 cycle, the City of Porterville should add 1,199 affordable housing units to the local housing stock.” City staff is requesting the city take a look at the multiple options they have and provide direction as to how they would like to proceed.
The second item up for discussion during scheduled matters is the consideration of an appointment of an individual to serve on TUTOC for a term to expire in May 2020. The committee is comprised of 10 members of the public, each serving four-year terms, and is required to meet at least once annually after the adoption of the budget. However, in lieu of Council member Virginia Gurolla being appointed to the Council, a vacancy opened on the committee that now needs to be filled. Two potential candidates have expressed interest in the position, Rudolfo Roman and Joshua Sulier. The Council will appoint one of the two men to the committee Tuesday night.

This meeting is scheduled for Tuesday, September 17, beginning at 6:30 p.m. inside the Council Chambers at City Hall located at 291 N. Main Street in Porterville.
