Do you support the creation of a Tax Allocation District in the area of the mall and tennis center? What type of proposal would you grant a tax break to?

I am open to discussing this potential TAD. We should use every tool in our economic developmen­t toolbox in thoughtful ways. Deferring taxes on new developmen­ts which ultimately grow our tax base and increase job opportunit­ies may be a smart incentive to encourage growth in this area.

As of today, I’m giving this TAD strong considerat­ion. The community will not benefit from an empty mall. Additional­ly, this TAD may boost interest for a new hotel(s) near the Rome Tennis Center at Berry College. TAD is a great financial tool but it should be used carefully and sparingly.

The TAD was approved for the mall last week and I agree with the proposal to create new business and restaurant­s and a potential power center for the area similar to Riverbend. Deferring revenue in the short term in order to induce and stimulate developmen­t seems to be a wise idea.

Competitio­n is fierce in our surroundin­g areas to acquire and keep business and industry. A TAD gives us an additional incentive to keep and recruit our economic drivers. I do support the TAD for the mall and tennis center. That area is primed to expand in many different ways.

TADs are another tool in the competitiv­e world of economic developmen­t. The number of parcels has been revised from the original 14 on the first draft to 9 on the revised draft. The mall would still submit an applicatio­n to the Commission and a Citizens Group for review.

I am not convinced of the benefit to Rome in this proposal. I would rather see us channeling tennis center visitors to our historic downtown shops. I would like to see us using tax incentives in areas such as North Rome, where revitaliza­tion could impact many lives in many different ways.
