The Del Mar City Council met in closed session Monday to discuss litigation. In regular session, the council approved allowing Measure Q funds to be used to pay part of the city’s Maintenanc­e of Effort requiremen­t and to be borrowed and repaid in an emergency. The council also approved guidelines for how increased revenues should be used during fiscal year 2020-21. A public hearing was held and changes were approved to the city’s fee schedule, and an ordinance was approved amending city code regarding fees for water services. The council heard an environmen­tal report on the 6th Cycle Housing Element Update Program. The draft report is posted at http:// www.delmar.ca.us/housingele­ment and is open for public comment through Aug. 31. The council voted 3-2 against a temporary suspension of filing new/modified trees, scenic views and sunlight ordinance applicatio­ns.

ENCINITAS

The Encinitas City Council canceled its

regularly scheduled Wednesday meeting. A special closed session was scheduled on Friday to discuss personnel, to be followed by a regular session to discuss temporaril­y suspending local permit restrictio­ns on alcohol sales in the public right of way.

ESCONDIDO

The Escondido City Council canceled its regularly scheduled Wednesday meeting.

POWAY

The Poway City Council met Tuesday and gave final approval to the zoning changes and Specific Plan for The Farm in Poway housing developmen­t. The council discussed and agreed to help supply restaurant­s that request them with picnic tables as they change to outdoor dining because of COVID-19 restrictio­ns. The council postponed a report on a request to allow a resort hotel with up to 140 rooms at the site of the Maderas Golf Club.

SOLANA BEACH

The Solana Beach City Council met in closed session Wednesday to discuss personnel and litigation. The council agreed to join a petition for judicial review with a coalition of municipali­ties against the Federal Communicat­ions Commission’s ruling on installati­on of

5G transmissi­on equipment. In regular session, the council held a public hearing and approved EDCO’S rate review request to increase 2020-21 rates for solid waste and recycling. The council also approved a $175,000 guaranty for a $2.5 million credit option to Clean Energy Alliance; authorized $45,000 in funding for the 2020/21 Community Grant Program recipients; and approved adjustment­s to the budget. The council also agreed to support and stand in solidarity with Black residents and communitie­s of color in Solana Beach.

BONSALL

The Bonsall Unified School District board met in closed session Wednesday to discuss personnel, property negotiatio­ns and labor negotiatio­ns. In regular session, the board heard an update on school reopening, which is scheduled for Aug. 19, and on the task force that will lead the district’s reopening plan. The district is proceeding with three options: full-time on campus, full-time distance learning at home, and a half-and-half option.

CARDIFF

The Cardiff School District board met

Thursday in closed session to discuss litigation. In regular session, the board heard updates on its bond program and COVID-19 recovery.

CARLSBAD

The Carlsbad Unified School District board met Wednesday to discuss plans for reopening school in the fall. Topics include a “Safe Reopening Plan” template, hybrid plans in case health department regulation­s change, and more. A closed session followed to discuss labor negotiatio­ns.

DEL MAR

The Del Mar Union School District met Thursday in closed session to discuss the Save the Field v. Del Mar Union School District lawsuit.

FALLBROOK

The Fallbrook Union Elementary School District was scheduled to meet at 3 p.m. Thursday to discuss the district’s school reopening plan.

VALLEY CENTER-PAUMA

The Valley Center-pauma Unified School District board met in closed session Thursday to discuss Covid-19related issues. The board also discussed labor negotiatio­ns.
