CITY COUNCILS
CARLSBAD
The Carlsbad City Council will meet in closed session at 1:45 p.m. Tuesday to discuss property negotiations and litigation. In open session at 3 p.m., the council will hear a report on different options for citizen oversight of police departments and will discuss hiring a consultant to design a police oversight program for Carlsbad.
DEL MAR
The Del Mar City Council will meet in closed session at 3 p.m. Monday to discuss litigation. In regular session at 4:30 p.m., the council will discuss a response to an Enforcement Letter from the California Department of Housing and Community Development for the city’s noncompliance with its 5th Cycle Housing Element. The council will also hear an update from the city attorney on the response to the North County Transit District petition that was submitted to the Surface Transportation Board regarding fencing on the NCTD’S right of way on the city bluffs.

ENCINITAS
The Encinitas City Council will meet at 6 p.m. Wednesday to consider an ordinance amending part of the city code to update rules on accessory dwelling units to comply with state regulations. The council will also hear a report on initiatives and recommendations to increase building such units.
Encinitas is seeking community input on possible uses of the city-owned Pacific View property as a cultural arts center. The property, at 608 Third St., was formerly an elementary school and is now zoned for public or semipublic use. The city has worked with a nonprofit for the past few years to improve the property and raise funds for the improvements. The survey is available until Oct. 30 at www.surveymonkey.com/r/pacificview.
ESCONDIDO
The Escondido City Council will meet in closed session at 5:30 p.m. Wednesday to discuss litigation. In open session at 6 p.m., the council will hold a hearing on permits to develop a 42-unit condominium at 2608 S. Escondido Blvd. and to demolish an adobe (formerly Hacienda de Vega restaurant) classified as a significant historic resource. The council will consider reducing campaign contribution limits for mayor and council members from $4,300 to $1,750. A 2 percent inflationary adjustment to fees for public facilities, park development, traffic impact and drainage facilities will be considered, and an ordinance to change the process of choosing a deputy mayor will be introduced. Deputy Mayor Consuelo Martinez requested that the council discuss a 2015/2016 county grand jury report on citizen oversight of police conduct.
OCEANSIDE
The Oceanside City Council will meet in closed session at 3:30 p.m. Wednesday to discuss labor negotiations and property negotiations. In regular session at 5 p.m., the council will discuss an ordinance banning surfboards, boogie boards and the like with or without a foil and/or motor in the harbor.
POWAY
The Poway City Council will meet at 7 p.m. Tuesday to discuss amending city code to extend outdoor dining opportunities during and after the COVID-19 pandemic, and to offer continued loan of the picnic tables for another 12 months. Councilmember Barry Leonard requested a discussion to add Poway to the California Cities for Local Control and to direct staff to prepare a resolution supporting actions to strengthen local control over land use, housing and zoning.

VISTA
The city is looking for volunteers in grades 9-12 for its Youth Commission. Qualifications include being a registered student; having successfully completed the eighth grade by July 1, 2020; and being under 19 years old by June 30, 2021. The Escondido Union School District board is scheduled to meet at 7 p.m.

FALLBROOK
The Fallbrook Union High School District board will meet at 3:30 p.m. Tuesday for a bond (Measure AA) update and project planning session.
SAN MARCOS
The San Marcos Unified School District board will meet in closed session at 5:30 p.m. Tuesday to discuss labor negotiations. In open session at 6:30 p.m., the board will appoint Dr. Kevin Holt, a former SMUSD superintendent, to serve as interim superintendent, replacing Dr. Tiffany Campbell, who decided to remain in her former position as assistant superintendent of instructional services. The board will also consider the 2020-21 School Plan for Student Achievement for Foothills High School. The school has been identified as eligible for Comprehensive Support and Improvement by the state of California.
