Elena Rosemary Mendoza

Elena Rosemary Mendoza passed away peacefully on Thursday March 2, 2017 with family by her side. Rosemary is survived by her three sons and their spouses, Steven Mendoza (Cris), Albert Mendoza (Maricela) and Ramon Mendoza (girlfriend Mandi), nephew Sergio Frausto, mother Maria Mendoza sisters Velia and Margaret Mendoza, and nieces, Pauline Ramirez and Lisa Maciel. She was preceded in death by her father Rosendo Mendoza and her sister Lydia Mendoza.

Rosemary loved God, and was very involved with her churches that spanned from Visalia to San Francisco. . Rosemary loved to cook, decorating w/chiles and eating/talking with family/friends. She enjoyed watching classic westerns and listening/dancing to mariachi. She was a devoted mother and with the help of the Lord, she raised three wonderful sons whom she was very proud. She was a true friend to all who knew her, a “born leader” and will be greatly missed!

Rosemary was born and raised in Visalia, CA. and attended Visalia schools. Over her 34-year career, she was promoted to numerous positions with the Employment Developmen­t Department throughout the state of California. Lastly, Rosemary was last promoted to serve as Chief of the Job Service Division. She retired in 2003.

Rosemary was also a member of two local Investment Boards, a graduate of the California Leadership Institute, a founder, member and past President of the Tulare County League of Mexican-American Women, and served in various capacities on many regional boards, chambers and commission­s.
