Don’t sacrifice salmon

With the warmer weather, out comes the hoses. For some reason, people like to hose off their driveways, wasting pure drinking water. The largest cities in Southern California have banned this wasteful practice. Why is it still legal here? Are we to lose the salmon because people waste water diverted from the rivers?
