S.F. pays to settle lawsuit over not providing translatio­n help.

An armed robbery suspect shot and killed by San Francisco police in the city’s Mission District was identified as a 19-year-old man who worked and lived in the neighborho­od where he died, officials and the man’s friends said Thursday.

Jesus Delgado-Duarte was killed Tuesday night by a hail of bullets during a standoff with police as he hid inside the trunk of a Honda Civic along Capp Street near 21st Street, authoritie­s said.

Video of the incident appears to show Delgado-Duarte opening fire from inside the trunk moments before police unleash a barrage of more than a dozen gunshots.

Police arrested two other young Mission District residents who were inside the Honda that night, officials said. They were identified Thursday as Victor Navarro-Flores, 19, and 18-year-old Cristina Juarez.

Both suspects were arrested on suspicion of

two counts of felony firstdegre­e robbery and one count of conspiracy.

A memorial of pictures, flowers and candles was set up Thursday near the area where Delgado-Duarte, who went by “Adolfo,” was killed. Signs reading “You will be missed,” “Rise in Power” and “Justice 4 Jesus Delgado” were posted on a wall over dozens of glass and tealight candles.

Residents in the Mission District said Delgado-Duarte worked at a MetroPCS store.

Neighborho­od activists rallied on Wednesday night, marching from the scene of the incident to the Mission police station to protest the shooting. Another demonstrat­ion was planned for Friday evening.

A 35-year-old man named Hector, who would not give his last name, visited the memorial on Thursday and said he was Delgado-Duarte’s cousin. He described Delgado-Duarte as an “active” young man who was born in Mexico and brought to San Francisco when he was a baby.

“He was always happy,” Hector said. “He always wanted to go play basketball or soccer or whatever. He never wanted to just be on the couch laying around.”

Hector said he was “surprised” to learn about the shooting and at first refused to believe it.

“It’s really sad,” he said. “I’ve been coming back and forth to the memorial since (Wednesday).”

Also visiting the memorial was 19-year-old Samuelo Sanchez. He described DelgadoDua­rte as “a fun-loving person” whom he’d known since the two were kids.

“I was so shocked,” Sanchez said of the killing. “I know people will think about him like he was a criminal now, but he wasn’t like that.”

At the same location two days earlier, police said they encountere­d the three suspects inside a Honda after being flagged down by two armedrobbe­ry victims at 10:35 p.m. a block away.

Police took the driver, later identified as Navarro-Flores, into custody at the scene. During the arrest, the officers noticed the car’s trunk was ajar and someone was hiding inside the vehicle.

Additional officers arrived on the scene and surrounded the car. In several videos captured by witnesses of the standoff, an officer is heard speaking in Spanish, ordering the man to raise his left hand and get out of the car.

One witness captured the shocking final moments, showing DelgadoDua­rte raising what appears to be a gun and shooting from inside the trunk before police return fire. The witness did not give his name to The Chronicle, but said he sold the footage exclusivel­y to KPIX-TV.

Delgado-Duarte was pronounced dead on the scene. A gun was recovered from the car’s trunk, police said. No officers were injured.

Juarez, arrested after the shooting, and Navarro-Flores each is being held on $225,000 bail.
