Man charged in fatal Oakland hit-and-run crash

A 21-year-old man was charged with vehicular manslaught­er after fleeing the scene of a crash that killed a 9-year-old girl in Oakland, prosecutor­s said Thursday.

Kevin Payne turned himself in to the Oakland Police Department three days after the April 10 hit-and-run that resulted in the death of a child and injured two other children and an adult, according to the Alameda County district attorney’s office. Court documents show Payne, a four-time felon, submitted a written confession to authoritie­s that he was the driver and that he fled the scene.

Just after 9 p.m. on April 10, the driver of a Toyota Corolla attempted to make a U-turn near the intersecti­on of 35th and Paxton avenues when Payne, driving an Infinity SUV, rammed into the car and both vehicles crashed into nearby parked cars, said Officer Johnna Watson, a spokeswoma­n with the Oakland Police Department.

Payne reportedly fled the scene on foot.

Zayda Monge, a 9-year-old passenger in the Corolla, was transporte­d to the hospital and later declared dead, according to court documents.

The driver of the Corolla, a 25-year-old woman, was transporte­d to the hospital in critical but stable condition. Two other children in the car, 8and 10-year-old girls, were transporte­d to the hospital in stable condition.

In addition to vehicular manslaught­er, Payne was also charged with leaving the scene of an accident and reckless driving, with enhancemen­ts for causing bodily injury to a woman and two juveniles, according to court documents.

Based on video evidence and witness statements, authoritie­s said, Payne’s speed was a factor in the crash, which occurred in a residentia­l zone. Witnesses also reported that Payne’s vehicle was passing another vehicle by going into oncoming traffic just before the crash.

Payne’s prior conviction­s include second-degree burglary in 2016, two counts of possession of an assault weapon in 2015 and 2016, and a felony for receiving stolen property in 2014, according to prosecutor­s.

He is being held at the Santa Rita Jail in Dublin on a $140,000 bail. His plea hearing is set for 9 a.m. Monday.
