Man charged in fatal Oakland hit-and-run crash
A 21-year-old man was charged with vehicular manslaughter after fleeing the scene of a crash that killed a 9-year-old girl in Oakland, prosecutors said Thursday.
Kevin Payne turned himself in to the Oakland Police Department three days after the April 10 hit-and-run that resulted in the death of a child and injured two other children and an adult, according to the Alameda County district attorney’s office. Court documents show Payne, a four-time felon, submitted a written confession to authorities that he was the driver and that he fled the scene.
Just after 9 p.m. on April 10, the driver of a Toyota Corolla attempted to make a U-turn near the intersection of 35th and Paxton avenues when Payne, driving an Infinity SUV, rammed into the car and both vehicles crashed into nearby parked cars, said Officer Johnna Watson, a spokeswoman with the Oakland Police Department.
Payne reportedly fled the scene on foot.
Zayda Monge, a 9-year-old passenger in the Corolla, was transported to the hospital and later declared dead, according to court documents.
The driver of the Corolla, a 25-year-old woman, was transported to the hospital in critical but stable condition. Two other children in the car, 8and 10-year-old girls, were transported to the hospital in stable condition.

In addition to vehicular manslaughter, Payne was also charged with leaving the scene of an accident and reckless driving, with enhancements for causing bodily injury to a woman and two juveniles, according to court documents.
Based on video evidence and witness statements, authorities said, Payne’s speed was a factor in the crash, which occurred in a residential zone. Witnesses also reported that Payne’s vehicle was passing another vehicle by going into oncoming traffic just before the crash.
Payne’s prior convictions include second-degree burglary in 2016, two counts of possession of an assault weapon in 2015 and 2016, and a felony for receiving stolen property in 2014, according to prosecutors.
He is being held at the Santa Rita Jail in Dublin on a $140,000 bail. His plea hearing is set for 9 a.m. Monday.
