A Sacramento-area man was arrested after he attacked a developmentally disabled man in San Bruno last week, dragged him down the block and robbed him, investigators said Sunday.

George Havili, 21, of Citrus Heights (Sacramento County) was booked Thursday into San Mateo County Jail on charges of robbery, kidnapping, assault and abuse of a dependent adult after the crime was partially captured on surveillance video in front of a San Bruno business.

The victim, a developmentally disabled dependent adult in his 30s, was outside of a business on the 100 block of El Camino Real on Oct. 13 when Havili threatened him and then punched and kicked him, said Sgt. Kevin McMullan of the San Bruno police.

Havili, who investigators said “has connections” in San Bruno, dragged the victim out of the view of the storefront, which they were both known to frequent, and then stole his property, McMullan said.

“He was dragged a distance away,” McMullan said. “The premise of the kidnapping charge is that he was pulled away from potential witnesses to a different location with the intention of robbing him.”

The victim, whose name was not released, is employed, lives in a residence and has caretakers who look out for his best interests, McMullan said. They were the ones who first reported the crime.

“He did suffer injuries, and part of the crime is captured on surveillance video,” McMullan said, adding that the suspect “admitted to some portion of his crime, but not the whole thing.”

Investigators were particularly eager to make an arrest in this case, given the circumstances and helplessness of the victim.

“I can say in my own experience we investigate all robberies as thoroughly as we can,” McMullan said, “but with a victim such as this it does make it a little more personal.”

Anyone with knowledge of the incident is asked to contact police at 650-616-7100.
