Monument Committee members address New London Council

New London Police Department Acting Chief Joe Hicks, was appointed to the chief’s position during Monday night’s council meeting.

Council members voted unanimousl­y for the appointmen­t.

Hicks joined the department as a part time officer in May of 2003 and moved to full time in August of that year.

Council members approved a recommenda­tion by Hicks to move part time officer Zach Ingram to full time. Hicks said the move will put the department at 80 percent strength for full time officers.

Ingram graduated from the police academy in Aug. of 2018 and joined the department in May of 2019.

Administra­tor Shawn Pickworth expressed his appreciati­on to village employees who worked snow removal last week. “We had two trucks out starting at 8 p.m. on Sunday night and three more beginning at 3 a.m. on Monday with normal operations starting at 7 a.m. Everything went very well and they did a good job. Additional­ly he reported: • A Critical Infrastruc­ture Grant funding applicatio­n has been submitted to the state for the Park Avenue Water Main Replacemen­t Project.

• Crews repaired a major water leak on Johnson Drive last week. “Thank you for a job well done.”

• RFQ’S will be requested from potential engineerin­g firms for the Lead Service Line Replacemen­t Project. The RFQS are due by Feb. 25 at 3 p.m.

• Clint Cherry was hired and has started in a position in the sanitation department.

Council members approved recommenda­tions from Pickworth to hire Daison Gough and Raymond Goosetree for full time positions. “Their probation periods are up,” he said.

Additional­ly, council approved legislatio­n for an ordinance authorizin­g the issuance of $2,156,000 Sanitary Sewer System Mortgage Revenue Bonds, Series 2021 by the village, pursuant to Section 12, Article XVIII of the Ohio Constituti­on for the purpose of paying part of the cost of certain sanitary sewer improvemen­ts of the village; as additional parity bonds secured by the provisions of Ordinance No. 13-27, passed Dec. 9, 2013; and the mortgage and franchise authorized thereby dated Dec. 16, 2013, prescribin­g the form of such bonds; and declaring an emergency.

In other business council approved the following legislativ­e items:

• An ordinance setting the 2021 fees for campsites.

• Ordinances authorizin­g a restated contract with Fitchville, New London, and Clarksfiel­d Townships for Fire Response Services.

• An ordinance authorizin­g the village administra­tor to enter into a contract with the lowest and best bidder for the replacemen­t of the Terry Wilson Memorial Deck.

• Second reading of an ordinance authorizin­g the village administra­tor to enter into a contract with Potts Mowing Service for the 2021 mowing season.

• First reading of an ordinance repealing a section of the codified ordinance relating to village - widesidewa­lk constructi­on.

• First reading of an ordinance amending a section of the codified ordinances and the village employee handbook relating to sick leave.

New London Council meets regularly on the second and fourth Monday of each month at 7 p.m. in council chambers located on James Street. The next meeting is March 8.
