Joe Hicks sworn in as New London Police Chief

Joe Hicks was sworn in as Chief of the New London Police Department by Mayor Toby Thomas during Monday evening’s council meeting.

His chief’s shield was pinned on by his wife, April.

Following an executive session council members hired Buddy Workman as the village’s zoning inspector.

He will be compensate­d at $2,400 per year.

Village administra­tor Shawn Pickworth reported New London has been selected to receive Critical Infrastruc­ture Grant funding totaling $480,300 for the Park Avenue Water Main Replacemen­t Project. He noted this was the third time the project was submitted for funding. It is also one of 11 projects funded out of 18 applicatio­ns throughout the state.

He thanked all of the residents who submitted letters supporting the project as well Angie Mcconnell from GLCAP for assistance with the applicatio­n and the Huron County Commission­ers for their support.

He also reported on the following:

• A low service pump was pulled from the pump station and sent in for repairs.

• The Annual Sanitary Survey conducted by the Ohio Environmen­tal Protection Agency at the village’s water plant with no major issues found.

• A pre-bid meeting for the Wastewater Treatment Plant Project was held on March 9. Bids were opened on March

23. The bids will be turned over to Jones & Henry Engineerin­g for review.

Council members approved a recommenda­tion by Pickworth to hire Poggemeyer Design Group for the Lead Service Line Replacemen­t Project.

Also approved was a request from Chief Hicks to fill a fifth full time officer position. Ryan Ginley will be promoted from part time to full time in the department when he returns from basic training.

Reporting for Parks and Recreation Supervisor Joe Thomas, Mayor Thomas said Phase I of the sewer project is complete at the reservoir. There is some clean up yet to be done and it is anticipate­d Phase II will be started sometime after the power is turned on.

BCU Electric completed the electric on the new sites by the cabins and has passed inspection.

Water will be turned on at the Recreation Park next week.

The following legislativ­e agenda items were passed:

• An ordinance repealing a section of the codified ordinances relative to the village-wide sidewalk constructi­on program.

• An ordinance amending the codified ordinances and the village employee handbook, relating to sick leave.

• Second reading of an ordinance to approve current replacemen­t pages to the New London Codified Ordinances and declaring an emergency.

• First reading of an ordinance enacting a new chapter of the codified ordinances, relating to the Memorial

Committee.

• As an emergency, an ordinance amending the 2021 annual appropriat­ions ordinance by authorizin­g the transfer of certain funds and appropriat­ions as needed for operations.

• First reading of a resolution authorizin­g participat­ion in the ODOT Road Salt contracts.

• First reading of a resolution for Emergency Management Service for the village.

• First reading of a resolution allowing the village to apply for financial assistance through the Ohio Naturework­s Program.

New London Village Council meets regularly on the second and fourth Monday of each month at 7 p.m. in council chambers. The next meeting will be held on April

12.
